The Arizona Auditor General reports that the statewide instructional-spending percentage declined to 52.1% in fiscal year 2025, the third consecutive record low.[1] Prop 320 establishes a clear 60% benchmark for larger districts and requires steady progress toward it.

Respect Taxpayers

Arizonans support public education and expect accountability. Prop 320 does not ask taxpayers for a new tax. It sets a standard for how larger districts prioritize the operational dollars they already spend.

Give Districts a Responsible Path Forward

The measure does not demand an overnight change. Districts below the standard must increase the share spent on direct instruction over time. Only continued failure to comply can lead to phased reductions in Classroom Site Fund dollars.[2]
