How Prop 320 Works

ACCOUNTABILITY FOR RESULTS
The ballot language is technical.
The idea is straightforward.
1. It Applies to Larger School Districts
Prop 320 covers school districts with at least 7,500 students, as well as districts operating a school in a county with at least 500,000 residents.[2]
2. It Sets a 60% Instruction Standard
Covered districts must devote at least 60% of operational spending to direct instructional expenses, as defined by the Arizona Auditor General.[2]
3. It Requires Gradual Improvement
Districts that start below 60% are given time to adjust. Each year, they must move closer to the standard rather than make the full change all at once.[2]
4. It Adds Accountability for Continued Noncompliance
If a district continues to miss the required benchmark, the Arizona Department of Education can reduce that district’s Classroom Site Fund allocation in phases.[2]
